Just about anybody can get a service animal, and the animals aren't required to be specially trained. Most companies that distribute service animals simply hand out the licenses without any questions asked, said Anne Wicklund, owner of Service Dog Registry, a national service dog registry in Arizona. Some companies, including hers, require proof of the services the animal provides to the owner.
Of the licenses she hands out, nearly 70 percent go to people who own animals Max's size. In fact, the most common service animal is a chihuahua, she said.
