This is North Devon -
She feels there is a huge discrepancy regarding access to public places between guide dogs for the blind and other valuable assistance dogs.

Magesteff:
THe organization - PAT - provides therapy dogs for use in hospice/hospital etc. These are not service dogs. If it was a service dog (i.e. as only guide dogs were allowed) I could see that this is a case of discrimination against a PWD. But this is a therapy dog not a SD.
