Zukes does tiny training treats in crunchy and in soft ones, both have non chicken options. They're relatively healthy and have better ingredients than some other treats on the market. The soft ones don't crumble or get icky, they keep their shape., the crunchy ones break in half. They're really well priced and very easily accessible too.
Polka Dog has their Might Mutt training treats, one has no meat in it, the other has some beef in it I believe. If you have a slobbery dog they can get get a little slimy. Also Paws Gourmet, they do a small crunchy and soft treat, their soft ones can also get slimy.
I second the Charlee Bears, they come in Liver and Cheese and Egg, they are simple, low calorie and good for a bait bag.
If it comes down to it you could always dehydrate or bake your own.
