Karen-
I have to question the need for more than 5 dogs for one person, unless you are a trainer, in which case, getting a Kennel permit would be the way to go.

Most People with disabilities have one or two service dogs, the second as a backup in case the first is sick or injured. At five, I think you are stretching the definition of Service dog needs.

You can go to legal aid, as suggested, or contact lawyers who specialize in animal cases and ask for a firzst consultation, as many will do the first consultation for free and will give you an idea on if you have a case you could win or not.

I'm not questioning your need for a service dog, I am questioning the need for so many dogs.

Magesteff - FYI: a lot of the threads you're posting responses to the OP in are old. At least a month or more. The OP of this thread hasn't been around since the first day he/she asked this question, and they probably won't be coming back to read more responses. I know for  me, it's very confusing to suddenly see a three month old post pop up with new responses, but I really didn't want you to spend time creating well-thought-out responses when the person they're intended for isn't here to read them.
